MLG Chat Refresh

This was an ask to cosmetically update the chat system for MLG’s video streaming service. The previous chat designs had not been refreshed in a few years. As our engineering staff being mostly allocated to another project, our ask was to mainly refresh the front end with out any real core functionality changes.
